Essential duties and responsibilities:
Provide leadership and effective management to SIS team that comprises mental health workers, coordinators, settlement workers, intake receptionist, office assistant, supply workers, summer students and volunteers and to positively influence commitment to the organization, to the team, and to their job;
Oversee the quality, usefulness, and timeliness of orientation, community connection and mental health programs delivered within area of responsibilities;
Ensure accurate information are available to clients on accessing settlement services & programs;
Set long-term plans with the Program Director to improve effectiveness of service and monitor trends and changes in client demographics and needs;
Collaborate closely with other CICS Program Managers to increase and enhance program and service coordination, including planning, promotion, implementation and delivery;
Support Program Director to evaluate emerging client needs, develop and deliver new programs in the context of CICS’s strategic goals, strengths and capabilities;
Facilitate the process of need assessments and short-term case management, translate discoveries into usable information for discussion with Program Director in program design & development; lead staff to refine programs and services in a timely manner;
Provide timely and accurate program and operation status updates (formal & informal) to Program Director;
Ensure collection and entry of service data into an agency database, OCMS and ensure the reporting of all relevant data into iCARE on a regular basis.
Ensure programs and services are culturally sensitive to service recipients, and support unit goals;
Oversee the implementation of evaluation measures on program effectiveness, conduct factual investigation and develop solutions to problems that negatively impact the programs;
Support internal and community program development, participate in external network and analytical, experimental, investigative and other fact-finding activities as needed.
Manage performance, direct day to day supervision of program staff, plan and monitor workflow and outcomes, provide fair and accurate formal and informal feedback, identify and remove obstacles to performance.
Qualifications:
· Canadian university degree or equivalent in Social Sciences or a related discipline; Master’s degree is an asset;
· Minimum 3 years of relevant experience in a supervisory role, preferably in non-profit setting;
· Excellent knowledge of cultural and social backgrounds of immigrants and refugees; including their settlement and integration issues both general and specific;
· Proven abilities in program organization, community outreach; working with diverse cultures and all age groups;
· Demonstrated leadership skills with knowledge on motivation, experience in team building, decision making, delegation, conflict management and problem solving;
· Experienced in budget and resource management;
· Excellent communication skills, oral and written proficiency in English and Chinese;
· Excellent interpersonal skills, ability to operate effectively within the organization and externally through interaction/connection/communication. This includes but not limited to procedural instructions, and community bulletin, etc;
· Knowledge of information gathering tools and techniques and the ability to gather and analyze information in order to derive conclusions / recommendations;
· Ability to manage time, stress and meet deadlines;
· Ability to focus on details, planning and information analysis, and report preparation;
· Confident and experienced in virtual service delivery is a definite asset;
· Proficiency in computer; Microsoft Office and social media that facilitate work, communication and online marketing.
Other Requirements:
- Ability to perform some physical activities (e.g. lifting and loading program materials and office equipment);
- A negative result in Vulnerable Sector Screening is mandatory;
- Valid Ontario driver’s license and access to a car to carry out duties is preferred.
