Essential Duties and Responsibilities:

·      Act as the centre-in-charge of CICS Newmarket Centre, oversee inventory control and site health and safety;

·      Provide leadership and effective management to a team of staff that comprises of settlement workers, youth workers, supply workers, supporting staff, and volunteers;

·      Facilitate the process of need assessments and short-term case management, translate discoveries into usable information for discussion with the Program Director in program design & development; lead staff to refine programs and services in a timely manner;

·      Set long-term plans with the Program Director to improve effectiveness of service and monitor trends and changes in client demographics and needs;

·      Liaise effectively with other community organizations, educational institutions, public libraries and other community partners, particularly in Newmarket, and develop partnerships to enhance capacities in meeting the needs of clients;

·      Network with other service providers in the Welcome Centre structure to bring our services to various Welcome Centres that benefit newcomer youth;

·      Oversee the quality, usefulness, and timeliness of programs delivered within area of responsibilities;

·      Ensure accurate information are available to clients who access settlement services and programs;

·      Support the Program Director to evaluate emerging client needs, develop and deliver new programs in the context of CICS’s strategic goals, strengths and capabilities;

·      Provide timely and accurate program and operation status updates (formal and informal) to the Program Director;

·      Collaborate closely with other CICS Program Managers to increase and enhance program and service coordination, including planning, promotion, implementation and delivery;

·      Ensure programs and services are culturally sensitive to service recipients, and support unit goals;

·      Ensure collection and entry of service data into Welcome Centre database, OCMS and iCARE on a regular basis

·      Manage staff performance and monitor workflow and performance outcomes; provide fair and accurate formal and informal feedback, identify and remove obstacles to performance

·      Participate in special projects, as required, to maximize CICS overall operational efficiency;

·      Monitor and supervise day to day program budget, expenditures and purchases of respective team, and report issues to the Program Director;

·      Assist the Program Director in preparing funding applications and reports.

 

Qualifications:

·      Canadian university degree or equivalent in Social Sciences or a related discipline, and a minimum 3 years of relevant experience in a supervisory role, preferably in non-profit setting;

·      Demonstrated leadership/management experiences in working with newcomer youth;

·      Excellent knowledge of cultural and social backgrounds of immigrants and refugees, particularly newcomer youth; including their settlement and integration issues both general and specific;

·      Proven abilities in program organization, community outreach and working with diverse cultures;

·      Demonstrated knowledge of the community resources in Newmarket, and the capacity to develop strategic partnerships;

·      Demonstrated leadership skills with knowledge on motivation, team building, effective decision making, delegation, conflict management, and problem solving;

·      Experienced in budget and resource management;

·      Excellent communication skills, oral and written proficiency in English; proficiency in an additional second language relevant to the community is a strong asset;

·      Excellent interpersonal skills, ability to operate effectively within the organization and externally through interaction/connection/communication. This includes but is not limited to procedural instructions, and community bulletin etc;

·      Knowledge of information gathering tools and techniques and the ability to gather and analyze information in order to derive conclusions / recommendations;

·      Ability to manage time, stress and meet deadlines;

·      Ability to focus on detailed planning, information analysis and report preparation;

·      Proficiency in MS Word, Excel, and PowerPoint applications, E-mail, Internet, and related social media tools;

·      Must be able to work flexible hours;

·      Ability to perform some physical activities (e.g. lifting and loading program materials and office equipment);

·      A negative result in Vulnerable Sector Screening is mandatory;

·      Valid Ontario driver’s license and access to a car to carry out duties is preferred.
